I had the honour on 16th. instant, to forward for Your Excellency's consideration a copy of some minutes which had passed between the Registrar and myself. I regret that it is necessary to supplement that letter by a
further one on the same subject.
Early last week, I requested Mr. Lee-Jones,
one of the Deputy Registrars, to furnish me with some informa- -tion with regard to his work. Shortly afterwards the Registrar came into my room to protest against what he was pleased to call my acting "behind his back", an extraordinary statement in view of the fact that he had declined to assist me in obtaining this information. Yesterday when I asked Mr. Lee-Jones for the information I required, he told me that the Registrar had for- -bidden him to do so. I thereupon wrote a minute to ir. Seth asking him if this was true, and to my great surprise he con- -firmed it. Copies of the minutes are enclosed.

I am sorry that Mr. Seth should have been so indiscreet as to take upsuch an untenable a position as he has done, and more especially that he should have been encouraged in the first step he took by the Colonial Secretary. But he has been guilty of a very grave act of insubordination, and I have no alternative but to recommend that he be charged before the Executive Council with a view to suspension from office.
